Vintage Brass Denture Tool

I found this in England just recently and was rather intrigued by it. I believe it to be something to do with the manufacture of Dentures or similar. The makers name is inscribed on it as...NELAND Bros &Co, Sheffield. The item is solid brass and measures approx 4" x 31/2". I would suggest Victorian to Edwardian era.
